Description
Leads the strategic planning, prioritization, and delivery of complex digital products that drive meaningful business outcomes. Owns the end-to-end product lifecycle and partners closely with developers, analysts, UX designers, architects, and stakeholders to ensure products deliver measurable value, meet user needs, and align with County goals. Serves as a mentor and leader across product teams.
Responsibilities
Drives execution of high-impact product initiatives, managing all aspects of delivery from backlog to release. Owns product backlog prioritization, ensuring alignment with business objectives and user outcomes. Defines epics and user stories with clear acceptance criteria, leveraging data and user insights. Leads sprint planning, refinement, demos, and retrospectives for multiple delivery teams. Coordinates releases across environments, including change control, testing, and stakeholder validation. Ensures timely delivery of high-quality features that meet business, security, and compliance standards. Monitors product KPIs to measure performance and identifies areas for improvement. Actively manages scope, dependencies, and risks in coordination with cross-functional leads. Develops and maintains product roadmaps in collaboration with product managers and stakeholders. Translates business goals and user needs into deliverable product features and releases. Partners with architecture and engineering to evaluate solutions for feasibility and scalability. Facilitates requirement workshops and solution ideation sessions with internal and external users. Balances user desirability, technical feasibility, and business viability in all planning decisions. Supports alignment between tactical product execution and long-term platform evolution. Collaborates on product intake, business case development, and prioritization processes. Ensures roadmap reflects strategic themes, funding cycles, and County priorities. Champions user-centered design and accessibility best practices throughout the product lifecycle. Defines and maintains standards for story quality, documentation, and testing readiness. Uses feedback from users, support, and analytics to identify opportunities for product improvement. Collaborates with QA to establish automated and manual testing strategies. Facilitates continuous improvement efforts across teams, including retrospectives and post-mortems. Identifies process bottlenecks and recommend improvements to Agile practices and product operations. Promotes adoption of consistent backlog grooming and releases readiness procedures. Tracks technical debt and ensures it is factored into product planning cycles. Leads collaborations between product, UX, engineering, business analysts, and vendors. Resolves cross-functional conflicts by aligning priorities and facilitating decision-making. Partners with infrastructure, security, and data teams to ensure complete solution delivery. Coordinates dependencies with other product teams to ensure seamless integration and delivery. Engages in change management planning, training development, and support readiness. Facilitates product reviews and user feedback sessions to align expectations. Participates in architectural review boards or governance forums as a product representative. Champions collaboration between County departments and delivery partners. Serves as a mentor to junior Product Owners and supports onboarding of new product staff. Leads internal product communities of practice or working groups. Stays current on trends in civic tech, platform strategy, and user experience design. Shares best practices, tools, and insights across product and Agile delivery teams. Contributes to developing playbooks, templates, and documentation for scalable product practices. Represents the product team in internal or external innovation initiatives. Leads stakeholder engagement across departments, users, and executives. Defines and communicates product vision, roadmaps, and progress in accessible formats. Facilitates alignment sessions to prioritize needs, validate solutions, and review results. Delivers demos, presentations, and written updates that convey value and performance. Sets and manages expectations for product delivery timelines, scope, and risks. Coordinates public-facing communication and training for product rollouts. Represents the voice of the user in discussions with policy, legal, or operational leadership. Builds trusted partnerships with stakeholders through proactive, transparent communication. Performs other duties as assigned.
Qualifications
Education, Experience and Training: Education or experience equivalent to a Bachelorβs degree from an accredited college or university in Computer Science, Information Technology, Business Administration, Human-Centered Design, or in a job-related field of study. Five (5) years of work-related experience in product management, business analysis, or IT project leadership. Certifications (Preferred): β’ Certified Scrum Product Owner (CSPO), SAFe PO/PM, or equivalent. β’ UX, ITIL, or Lean certification a plus. Special Requirements/Knowledge, Skills & Abilities: β’ Ability to manage complex, cross-functional product initiatives β’ Knowledge of product management, Agile delivery, and user-centered design β’ Ability to drive results through cross-functional collaboration β’ Skill in stakeholder engagement, backlog prioritization, and release planning β’ Skill in product tools such as JIRA, Confluence, Figma, or Azure DevOps β’ Skill in facilitating, communicating and presenting β’ Skill in Agile methodologies and software development lifecycle (SDLC) β’ Skill in presenting to executives and influencing product strategies β’ Skill in backlog management and Agile execution β’ Skill in leadership, analytical, and problem-solving abilities β’ Skill in stakeholder management and executive communication β’ Skill in Agile product management tools (e.g., Jira, Azure DevOps, Trello) β’ Knowledge of user experience (UX) and human-centered design principles. β’ Skill in managing enterprise IT products or digital transformation projects β’ Ability to make data-driven decisions using analytics and customer feedback β’ Skill in financial and budgeting acumen for managing product investments β’ Ability to balance business priorities with technical feasibility Must possess a valid Texas Driverβs License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code. βIndividuals holding or considered for a position which has, or may have, access to criminal justice databases including the FBI Criminal Justice Information Systems, NCIC/TCIC and similar databases, must pass a national fingerprint-based records check prior to placement in such position and may be denied placement in such positions and/or access to such systems. Incumbents must also maintain the ability to pass the records check while in the position or until such time that the Commissioners Court and the County Civil Service Commission deem this position no longer has this requirement.β Physical/Environmental Requirements: Ability to work in a fast-paced, evolving technology environment. Ability to travel to various work site locations, vendor meetings, conferences, and industry events.
